The city Department of Transportation said the program -- paid through the parking meter fund -- will replace about 4,000 meters and install about 2,000 new meters able to take coins for two parking spaces.

 the city's parking-meter system, urging a review of new technology including meters that allow motorists to use credit cards.

"The city's current system is not working," Greuel said. "It is inconvenient for drivers and has cost the city $1.7 million in the past two years."

After the pilot program is completed next year, the department will review what needs to be done to upgrade or replace all of the city's 40,000 meters.

A study is also under way on whether the city should increase its parking rates. Greuel said it has been 17 years since a meter-rate increase.
