We have always been principally a search-and-rescue organization but law enforcement and marine safety are also core functions. After 9/11 we went from spending a very small portion of our budget on port security to a very large portion. Initially we went from 3 percent of the budget to 50 percent of the budget. It's now about 35 percent of the budget. Q: How has the money been allocated? A: The port security before was harbor patrols and shoreside patrols. Now, it's those things and a great number more patrols and also a bunch of additional programs. So we have to be concerned and prepared for (the fact) that we are a target. A: The reality is you don't. What you need to do is look at the right things. Customs does a computer and target analysis of what's put on the ships. We don't get involved in anything that involves labor and management. Does it cause challenges for us? Certainly, with respect to traffic management. Based on the type of ship, they are given a place to anchor and they are monitored all the time they're there. The equipment (in our Coast Guard control room) identifies the anchorages on the radar. If you start to go out of that anchorage, an alarm goes off. Q: Are you bitter about being suspended from your post? A: Were I making the decisions, I would have decided the same thing--to look into it. The process worked. In many ways, I was very fortunate because I was given support by the business community and port community. Q: Coast Guard officials have been complaining that their ships are too old and too slow to catch drug smugglers. What is the condition of the fleet under your jurisdiction? A: Congress is really addressing that. They've been working on improving infrastructare for a long time. The first piece of the puzzle was the infrastructure near the coast. Our oldest patrol boat in this group is less than 2 years old. We have four.
