In addition to Los Angeles/Long Beach, New York and D.C., high-risk regions expected to share 55 percent of the $747 million urban grants include the Bay Area, Houston and Chicago. In 2006, the Los Angeles area received about $80 million in urban threat funds. ``It's an acknowledgment of reality,'' Bertelli said. ``If you're going to accept the reality that places like Los Angeles are at risk, it's a good acknowledgment that they should be receiving their appropriate share of funding.'' Urban areas next at risk will compete for the rest of funding, about $336 million. Those areas include Sacramento and San Diego, two cities that California officials initially feared would be cut from the list. Sen.
