Los Angeles and El Segundo have been at odds over whether the proposed $11 billion makeover of LAX will limit passenger growth to 78 million a year. El Segundo officials have been concerned the plan will allow even higher levels of passenger growth.

 said in the joint statement released with El Segundo Mayor Kelly McDowell.

McDowell said there have been ongoing discussions with LAX officials and that El Segundo was willing to move ahead with formal negotiations.

``We are concerned that we have a legally enforceable mechanism to having our concerns addressed,'' McDowell said.

Councilwoman Cindy Miscikowski Cindy Miscikowski represented the 11th District on the Los Angeles City Council for two full terms from 1997 through 2005. Previously, she was an aide to Councilman Marvin Braude and the Executive Director of the Skitball Cultural Center in its beginning stages. , who represents the LAX area, said the agreement is a positive sign.

``This is an important step forward to reaching an agreement,'' Miscikowski said. ``It means we can at least sit down and talk and work together on the LAX problems.''
