) team was awarded the 2004 ACTD Team of the Year Award. L-3's ComCept division (ComCept) leads the Network Centric Collaborative Targeting (NCCT) ACTD industry team responsible for design and development of network centric collaborative sensing, communications, and real-time networking of multiple airborne Intelligence, Surveillance, and Reconnaissance An activity that synchronizes and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems in direct support of current and future operations. This is an integrated intelligence and operations function. Also called ISR.  (ISR) assets.

The NCCT ACTD team was announced as the winner of the Deputy Under Secretary of Defense for Advanced Systems & Concepts (DUSD DUSD Deputy Under Secretary of Defense

 AS&C) 2004 Advanced Concept Technology Demonstration (ACTD) Team of the Year Award. Deputy Secretary Sue C. Payton (DUSD AS&C) formally presented the award to the NCCT government and industry team during the ACTD Managers Conference at Ft. Belvoir, VA.

"During this year, the NCCT ACTD team overcame many challenges with positive attitudes, coupled with a dedicated 'can do' approach to ensure the NCCT ACTD was ready for its first flight testing. The NCCT ACTD team brought their system out of the research laboratory and onto the C2ISR C2ISR Command and Control, Intelligence, Surveillance and Reconnaissance  platforms for successful live-fly testing. This well earned recognition represents a great deal of hard work and dedication on the part of the NCCT team," said Deputy Secretary Payton. "The efforts of the team have helped make the ACTD program something useful to the warfighter. The 2004 ACTD winners were selected by exemplifying the best in current initiatives and set new standards of excellence for incorporating this transformational concept into future work for the Department of Defense and its partners."

Earlier this year, ComCept was also awarded the 2003 award for Outstanding Achievement in Network Centric Warfare from the Institute for Defense and Government Advancement (IDGA) organization for its efforts on NCCT.

Other participating L-3 divisions/subsidiaries in the NCCT ACTD team include Integrated Systems, Communication-Systems West and ILEX. The intent of the NCCT ACTD is to develop an open network-centric architecture and software design that horizontally integrates air, space, and ground assets through machine-to-machine exchanges. In this manner, NCCT supports time sensitive and prioritized targeting operations more efficiently, accurately, and quickly. NCCT successfully passed a major milestone during Joint Expeditionary Force Experiment 2004 (JEFX-04). This demonstration clearly showed the military utility of the sensor network to the warfighters and supports moving the ACTD toward a formal program.
