Specific requirements will be identified and defined at the task order level, where teaming will play a significant role. Requirements for the program will include 40% small business participation on any team. The keynote speaker at the event was Kevin Boshears, director of the DHS Office of Small and Disadvantaged Business Utilization. Other speakers included Tony Bell, deputy small business program manager at the Transportation Security Administration (TSA TSA See tax-sheltered annuity (TSA). ), and William Bickelman, small business specialist at the Bureau of Customs and Border Protection. Each DHS speaker addressed the future goals for small business participation under their respective departments.
