L-3 Communications' Link Simulation & Training Wins C-141 Total Training System Program.

L-3 Communications (NYSE:LLL) today announced that its Link Simulation and Training division has been awarded a transition contract to provide training, support and management for the U.S. Air Force's C-141 Total Training System. Under the agreement, the Air Force will exercise 10 one-year options that will grow the program to approximately $67 million in value.

Approximately 2,500 C-141 Starlifter aircrew and maintenance personnel will rotate through the training system, at six military bases in the United States, on an annual basis. C-141 pilots, navigators, flight engineers and loadmasters will receive initial qualification, upgrade and continuation training from Link personnel. In addition, C-141 maintenance personnel will be able to perform both operational checkouts and troubleshooting on simulated aircraft subsystems.

Four C-141 Weapon System Trainers (WST) -- located at Wright-Patterson Air Force Base, OH; March Air Force Base, CA; Memphis Air National Guard Base; and the East Coast Training Location for McGuire Air Force Base, NJ -- will train aircrews in normal and emergency procedures, formation flight and low-level airdrop procedures. Prior to training on the C-141 WSTs, aircrew members will undergo computer-based training in their discipline. Next, depending on their course of instruction, aircrew members will gain additional training on C-141 cockpit procedures trainers or load master trainers.

Thirty-six C-141 maintenance trainers that Link will maintain will be located at Wright-Patterson Air Force Base to train C-141 maintenance technicians. Maintenance personnel will be able to train on subsystems including fire control and armament; flight control and instruments; and communications, navigation and electronic countermeasures avionics systems.

Under the contract, Link will also operate and support the program's Training System Support Center (TSSC). TSSC personnel will modify trainer hardware, create lesson courseware and provide software configuration management and concurrency. Link will staff the TSSC, which is located at Wright-Patterson Air Force Base, with management, engineering and technical personnel.

At the heart of the TSSC will be a new training management system designed by Link that will offer high-speed, on-line report access and provide student continuation training via the Internet. The training management system will also coordinate scheduling, manage training resources and analyze both aircrew and maintenance personnel trends.
