Mr. Robert LaPenta, Chairman, Chief Executive Officer and President of L-1, the parent corporation of IBT, said that he decided to initiate this bid protest reluctantly, only after realizing that the TSA apparently made certain critical mistakes in its evaluation of the IBT proposal.

Mr. LaPenta said, "We are convinced that had the TSA evaluated all offer proposals fairly and properly, the Agency would have concluded that the IBT team unquestionably un·ques·tion·a·ble

The IBT team has been performing similar work for the TSA for many years in the HazMat (Hazardous Materials) arena and has consistently received outstanding reviews from TSA for such work.

Since 1993, L-1 companies, including IBT, have provided electronic fingerprinting services to a wide variety of agencies and industries at convenient centers located across the U.S. To date, L-1 companies have processed nearly three million individuals who require fingerprint-based background checks as a basis for employment and licensing.

"Having ODRA take an objective look at the TSA award decision will allow us to gain a clearer understanding of the reasons for the Agency's decision," Mr. LaPenta said. "This is the first step in that process, and our conclusions may continue to evolve as more information becomes available. At this point, however, it appears that the TSA misread mis·read
