The law allows a candidate holding a government job, such as Mr. Knuuttila, to use a campaign committee to raise campaign money on his behalf, but prohibits him from directly or indirectly soliciting donations.

Mr. Knuuttila has agreed to return 13 donations totaling $860 raised from the solicitation solicitation

Mr. Sullivan said Mr. Knuuttila brought the issue to the attention of the state office, which overseas campaign finance rules, on March 20, seeking clarification on whether it was an improper solicitation.

In a formal letter of public resolution, the office determined he was a public employee at the time he signed the letter and thereby prohibited from fundraising. It also outlined Mr. Knuuttila's offer to return the donations in question as a remedy.

Mr. Sullivan wrote that under state law no person employed for compensation by a government entity other than as an elected officer shall directly or indirectly solicit money for the political campaign purposes or "any political purpose whatsoever."

Rework and repair are generally the remedial actions taken on products, while services usually require additional services to be performed to ensure satisfaction.
by returning the donations, Mr. Sullivan said, the matter will be closed at this time.

Mr. Knuuttila had written the letter to "Dear Friend or Supporter" in the first person, announcing his campaign for the Senate seat, and saying he would highlight tax relief, job growth, economic development and public safety in his campaign.

The letter also said the campaign requires "financial resources" and directed the reader to find an enclosed en·close   also in·close
