WHITTIER -- With the death of her 18-year-old son still a vivid memory, Martha Torres released a balloon with his name on it Sunday to bring attention to those who have died at the hands of another.

"This is a new experience for me," said the Burbank woman, whose son, Oscar, was killed in 2005 in Glendale by a driver who was later convicted of second-degree murder. "At least we know that somebody will remember them."

 and advocate for the rights of victims' families in the judicial process.

This 23rd annual event, put on by nonprofit Justice For Homicide Victims, began about noon atop one of the park's grassy slopes where nearly 200 gathered, some wearing pins with photos of lost loved ones.

Each year, families come together, and each year, there are new members among them, said JHV JHV Japan Home Video  Executive Director Marcella Leach, who lost her daughter to violence.

Her group gives emotional support to families and seeks to reform a system that it says often favors the interests of criminals rather than victims. The group believes lawmakers are too concerned with protecting defendants' rights, which can lead to softer sentences.

Sunday's tribute also served to garner support for Marsy's Law, a proposed statewide initiative that would increase rights of families of victims and protect them against criminals by tightening parole restrictions.

While the pain of losing a relative through violence is often unbearable, it is dragged out through the legal process, family members said.

"It's hard to be strong when you're going through it all," said Diana Vicari, whose sister was killed in 1992. "You don't know Don't know (DK, DKed)

With her sister's case still unsolved, and having seen charges against one suspect dismissed, Vicari recently got involved with JHV, which she said has helped her.

After the ceremony, relatives wrote the names of slain loved ones on balloons and released them into the air. Some lit candles and spoke about their fallen loved ones.
