Another teen was put through a sobriety test by sheriff's deputies, then handcuffed and placed in the back of a patrol car, all part of an annual anti-drunk-driving campaign called ``Every 15 Minutes.''

``It is so important for us to educate students and help them realize the dangers of drinking,'' said Lisa Scates, Palmdale's senior public-safety officer. ``We want students to understand that one bad decision could change their life forever.''
