KIDNAPPING, RAPE SUSPECT CAPTURED IN ARIZONA.

NORTH HOLLYWOOD - An ex-convict suspected of kidnapping, raping and torturing a 30-year-old woman during a 21-day ordeal was arrested early Monday in Phoenix, Ariz., officials said.

Luis Uriarte, 32, was being held in Maricopa County, Ariz., pending his extradition to Los Angeles, authorities said.

He is accused of abducting the victim in North Hollywood on Dec. 1 and assaulting her at various locations in Los Angeles and Riverside counties until releasing her Dec. 22.

``We hope that Uriarte's apprehension will send a clear message to others who attempt to flee from the law by crossing state lines ... quite simply, keep looking over your shoulder, because we're coming after you,'' said John Clark, the chief of the Los Angeles Fugitive Task Force.

Uriarte, a convicted burglar, is a Mexican national.
