 KEMPER NAMES NEW WASHINGTON GOVERNMENT RELATIONS COUNSEL
 LONG GROVE, Ill., Dec. 12 /PRNewswire/ -- Kemper Corporation


(NYSE: KEM) today announced the appointment of Thomas M. Boyd, 45, as deputy general counsel (Washington), effective the first of the year.
 In this position, Boyd will work closely with Michael F. Dineen, who provides government relations services to Kemper Corp. and is vice president of federal relations for the Kemper National Insurance Companies.
 "With almost 20 years of experience in all three branches of the federal government, Tom is ideally suited to oversee federal legislative, regulatory and legal developments that could affect Kemper Corporation and its subsidiaries," said Kathleen A. Gallichio, general counsel of Kemper Corp. "His intimate working knowledge of how decisions are made within the executive branch and at the highest levels on Capitol Hill will give Kemper Corp. a highly accomplished advocate with keen insight into public policy concerns."
 Since 1974 Boyd has served in various public posts, including 10 years as Republican counsel to the House Judiciary Committee. Recently, he served as assistant attorney general in charge of the Office of Legislative Affairs at the U.S. Department of Justice during the Reagan Administration and head of the department's Office of Policy Development in the Bush administration.
 Boyd received his B.A. from The Virginia Military Institute and a J.D. from University of Virginia Law School.
 Kemper Corp. is a non-operating holding company with subsidiaries in life insurance, investment services, reinsurance, property-casualty insurance and risk management.
