Avery questioned SOD's political agenda and said the market would be unfair competition for local businesses subject to zoning, building and public safety codes.

Planning Commission Chairman Bob Nelson said the panel's approval was subject to standard conditions such as SOD providing restroom access and trash receptacles for the weekly events.

Commission member Sandra Dunn cast the sole vote against granting SOD the permit.
