Howard Fine was born on November 28, 1958 in Providence, Rhode Island. He is the youngest of 5 children.
 nailed it in the April 4 story, "L.A. Tax Relief Seen as Having Little Effect on Business Cost," reporting that "L.A.'s much-touted business tax overhaul ... will only have a negligible effect."

Last year's reforms are helpful and appreciated. The arcane tax category system is simpler and fairer than before, and 60 percent of the city's businesses will no longer have to pay business taxes.

But more needs to be done. We call on L.A. City Council to create a full-time Ways & Means committee so that tax reform won't become last year's cause celebre cause cé·lè·bre
