Japan's differences are conveniently marketed.

Italians view someone who isn't playing by the rules as someone who makes believe he's crazy, so he doesn't have to pay taxes."

It seems that the Japanese are playing the same game. They know the rules, but they play the "cultural difference" card when suitable.

Japan can take advantage of the world's market, but outsiders cannot take advantage of the Japanese market. The reason? They are "different." The Japanese are envious of America's living standards, without realizing that they too could be living just as comfortably - simply by opening up their market. Then, there would be no more need for the Japanese to travel to New York to buy a cheap Japanese camera, or visit Los Angeles to bring back meat.

But, the underlying fault lies with the U.S., not Japan. Americans have always been "afraid" of the Japanese (while suffering from an "inferiority complex" towards the British). One can then easily understand why Japanese WWII criminals were not publicized and aggressively prosecuted, or why General MacArthur sought the help of the Emperor Hirohito to secure the invasion of Japan.

Now, the Europeans are warned by France's Prime Minister Edith Cresson, "not to close their eyes to the Japanese as the Americans did." In the words of a European manufacturer, the Americans did not see the Japanese strategy towards world "domination."

Look at the evidence: under the orders from MITI, Japan playing the part of ,your poor little guy," moved from providing cheap, to quality products to America. The subterfuge used requires that U.S. companies give their manufacturing license to the Japanese, rather than let the former send their products to Japan. In the process, Japan accumulated vast amounts of surplus cash while the U.S. was looking at Europe, and Europe was concerned with itself.

Enter Phase Two: instead of opening up their domestic market, the Japanese cheapens the U. S. dollar, theoretically to make American goods more competitive. Consequently, the strong yen allowed Japanese companies to buy American real estate and companies at half the price. Today, the U.S. cannot live without Japanese investments.

Move to Phase Three: Asia. Playing the part of a pacifist (for years, Japan shed its aggressive reputation among Asians), this year, Japan will export more to Asian countries than to the U.S.

Proceed to Phase Four: conquer the European market via the U.K. It has been reported that, in the next eight years, 16 per cent of U.K. workers will have Japanese bosses. So far, for now, Japan is the world's number one creditor nation.

It is believed that, deep inside, pathologically, the Japanese knows that enduring hard life at home will eventually pay off in a big way. And there is nothing wrong with that. What bothers many people is the way their goal is achieved.

Take the myth of being fair," when they nod in approval, only to find out later that, when suitable, it means "yes, we understand your position, but no thanks."

Take the myth of "honesty." There are cases where the Japanese have locals develop a market and take away the franchise when that market is developed.

If, when dealing with the Japanese, we're reminded of the Russians 10 years ago, it is because in Japan "it's difficult to know where the government ends and the private sector begins."

In order to better achieve their goal, the Japanese Omote (exterior) has to have substance that supports ura (inside), otherwise the whole thing is a fake.
