The district court denied summary judgment in part, finding that issues of fact as to whether the burdens placed on the aliens' exercise of religion were in furtherance of a compelling governmental interest and were the least restrictive means of furthering that interest. The court found that the aliens could seek money damages against guards, in their individual capacities, for alleged violation of their rights under the Religious Freedom Restoration Act (RFRA).
