NASA selected Dr. Haars due to his vision, leadership, sustained dedication, and extraordinary contributions to the continuing success of the nation's space program. NASA presented the award during the NASA/MSFC NASA/MSFC National Aeronautics and Space Administration Marshall Space Flight Center Annual Honors Day Ceremony held August 3, 1999 in the Center's Morris Auditorium. Dr. Haars' nomination cited his outstanding support to every major MSFC program during the past nine years, through his leadership on Sverdrup's Scientific and Engineering Services contract at the Center. His most important contributions included leading contractor support to the X-34 main propulsion system, which is a key component of NASA's Advanced Space Transportation Program, and to the Fastrac engine -- two systems designed to reduce the cost of access to space. He also provided critical contributions to the Hubbell Space Telescope Program and the Advanced X-Ray Astrophysics Facility. Along with his technical contributions, NASA commended Dr. Haars for his effective leadership of a dynamic, growing workforce and for helping MSFC meet its aggressive small business subcontracting goals.
