The contract, with an estimated value of $285 million, has a one-year basic period of performance along with fourteen options and award terms, making the potential total contract period 15 years. The contract has an effective date of March 24, 2004.

Jacobs serves as the prime contractor, drawing support from three major subcontractors: GEOMET Technologies, Science and Technology Corporation, and Mellor Engineering. The team's workforce consists of approximately 212 personnel.

As a major test site for the U.S. Army Test and Evaluation Command, WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions mu·ni·tion
