As of the 2000 census, the city had a total population of 56,690. It is the county seat of Cascade CountyGR6 , recently received first-place honors in the 2001 NxLeveL Business Plan contest sponsored by the Montana Department of Commerce. The business plan (first reported in the November 2001 issue of Music Trades) formed the core of the JMAR operation when the Constantinos purchased E&B Music from Marni's father in February 2001. It even impressed the local bank enough to secure a $400,000 credit line. "Excellent goals and objectives" and "Great identification of growth strategies" were among the judges' comments about the plan. One of 14 plans submitted in the contest, Constantino's was scored highest by a panel of Montana business professionals who work with small business or own their own enterprise. The award, along with a check for $500, was presented by Montana Governor Judy Martz Judy Martz (b. July 28 1943, Big Timber, Montana) was the governor of the U.S. state of Montana from January 2 2001 to January 3 2005. She served as the Lieutenant Governor under Marc Racicot from 1997-2001, and she was the first female governor of that state. and Director of the Department of Commerce Mark Simonich in a ceremony at the Montana Capitol Capitol, seat of the U.S. Congress Capitol, seat of the U.S. government at Washington, D.C. It is the city's dominating monument, built on an elevated site that was chosen by George Washington in consultation with Major Pierre L'Enfant.
