Dedicated volunteer Hilda Frank founded the event in 1979. A native Houstonian, born and raised in the Bayou City Bayou City is a popular nickname for Houston, Texas, founded at the confluence of White Oak and Buffalo Bayous by the Allen Brothers in the early nineteenth century. Since that time, the ubiquitous namesake streams have played a major role in the city's developoment, both as  area, Frank has "been a professional student since I was three," she says, adding that she has studied ballet, modern, flamenco, and ethnic dance. Frank had an Israeli folk-dance troupe for sixteen years and taught dance "on and off between babies."

wanted to start a dance department, Frank and teacher Maxine Silberstein designed the curriculum. Silberstein went on to become the full-time dance coordinator while Frank kept volunteering as the center's chair on the dance committee.
