JAZZ & WORLD MUSIC.Byline: Fred Shuster For some world music fanciers, nothing spells seasonal cheer like the greeting, ``Merry-achi Christmas.'' That's the theme of the annual mariachi festival that slips down the chimney of the Cerritos Center on Dec. 23. The colorful family-style show features acclaimed Jose Hernandez and his 14-member Sol de Mexico; America's first all-female group, Mariachi Reyna de Los Angeles; and the Ballet Folklorico del Pacifico. Perhaps the lineup's most interesting act is Reyna, which consists of young women, ages 14 to 34. Devised by Hernandez as a way to expand the mariachi audience, the group mixes standards with pop material and has shared the stage with Vikki Carr and Lola Beltran, among others. On the jazz front, eclectic keyboardist Robert Walter brings his 20th Congress outfit to the Temple Bar on Dec. 1. Walter's solo project, ``There Goes the Neighborhood,'' is a convincing homage to the great Blue Note sound of the '60s, and features guitarist Phil Upchurch and bassist Chuck Rainey.
