 JAMES J. HOGAN APPOINTED EXECUTIVE ASSOCIATE COMMISSIONER
 FOR OPERATIONS AT INS
 WASHINGTON, April 27 /PRNewswire/ -- Immigration and Naturalization Service (INS) Commissioner Gene McNary today announced the appointment of James J. Hogan as the executive associate commissioner for operations at INS.
 Hogan joins INS from the Federal Bureau of Investigation (FBI).
 The executive associate commissioner for operations position at INS was created as part of the INS management improvement program launched by U.S. Attorney General William P. Barr and McNary in 1991. This is one of the most senior appointments in the effort to expand the leadership corps of the Service.
 "The operations position is a key post at INS," McNary said. "I feel confident that James Hogan will be a great credit to the agency. His understanding of operational budget and manpower gained at the FBI and the Drug Enforcement Administration make him an excellent choice for enhancing operations here at INS."
 Hogan brings nearly 30 years of public and private sector experience to INS. He has extensive experience with enforcement agencies such as the FBI and the DEA. In his latest position at the FBI, Hogan advised the director on matters pertaining to budget, administration, Congressional affairs and drug enforcement. At DEA, he served as the comptroller. In the early 1980's, Hogan served in the FBI's Office of Planning and Evaluation and the Budget and Accounting Program. Hogan was also a Special Agent Investigator with the FBI for several years.
 Prior to government service, Hogan worked in private industry in Kentucky as a treasurer and comptroller for a retail discount store group and a staff accountant for a Louisville, Ky., accounting firm. He is the treasurer and member of the board of directors for the Department of Justice Federal Credit Union. Hogan holds a degree in business administration and is also a licensed certified public accountant.
