 AT ASSOCIATED BUILDERS AND CONTRACTORS MEETING
 HOUSTON, Jan. 31 /PRNewswire/ -- Citing the need for industry to "do it right the first time," Dr. Joseph J. Jacobs, chairman of the board and chief executive officer of Jacobs Engineering Group Inc. (NYSE: JEC), spoke at a breakfast meeting of the Associated Builders and Contractors (ABC) in Houston, Friday, Jan. 31.
 " ... 'Do it right the first time.' That's a pretty simple and very obvious commandment for conducting business, but making it happen takes hard work. The dollar spent to fix something is the most expensive dollar ever spent ...," Jacobs told the group of 300 industrial contractors, subcontractors and plant managers who attended the meeting.
 ABC represents over 325 commercial and industrial open shop contractor firms and over 75,000 employees in the Houston area. Jacobs Engineering Group is an international engineering/construction company with a major office in Houston that employs 1,100 people. The company was recently singled out by Forbes magazine as the most efficiently managed company in the construction industry.
 Speaking from experience as the founder and head of Jacobs Engineering for over 44 years, Jacobs said that the most important part of "doing it right the first time," or any quality improvement program, is that " ... it's got to be a way of life that starts at the very top."
 Referencing his recently published autobiography, "The Anatomy of an Entrepreneur," Jacobs related how applying the principles of his company's Total Quality Management (TQM) program to its top management helped in effecting a drastic restructuring of his company in 1984.
 "What came out of the restructuring...was a highly disciplined management. You call it what you will, tight fisted, close with a buck or just plain smart -- they learned to do it right the first time because our lean management no longer had the luxury of making mistakes," he said. He also gave the opinion that, though painful, the broad restructuring of American industries going on now would prove extremely beneficial to the U.S. economy.
 "If we bring these attitudes to the work we do for our clients -- it should produce profits for them too. The important point, however, is that everyone in our company is constantly persuaded to do it 'faster, better and cheaper.' Therefore, they cannot help but translate that cultural imprint into how they do projects for our clients," Jacobs added.
 The Jacobs "cultural imprint" also translates into a strengthening of the professional relationship between the client and the engineering/construction company, according to Jacobs. This "professional relationship is by far the most efficient, lowest cost way of doing business."
 "What do I mean by 'professional?' Simply that the primary motive for our people should be to serve the best interests of our client ... we always strive to be advocates--not adversaries ...." This means making recommendations because the engineer or constructor believes the suggestion will benefit the client, he said, and not because it will provide a financial benefit for the engineer or constructor.
 Ultimately, Jacobs stated, in any quality program "the most energetic driving force is pride." "All these years I've been working to enhance the professional pride of our people -- and to develop relationships with our clients that reflect that professionalism. The managements of our client companies are recognizing more and more that we have parallel motives -- that we can only flourish if we help our clients do it better, cheaper, and faster."
 Jacobs Engineering Group was represented at the ABC meeting by attendees from its subsidiary company, JE Merit Constructors Inc., which is based in Houston.
 As a part of its own commitment to "doing it right the first time," JE Merit has instituted advanced TQM training of all of its employees at its 81 job sites throughout the United States.
 "This training and emphasis on a quality job has paid off in a 20 percent growth in revenues in 1991," said Don Boutwell, Jacobs' group vice president of field services. It has also led to a growth in related project services such as inspection, training and plant operator services to the petroleum and petrochemical industries. Jacobs' TQM program is so highly regarded that several client companies have had Jacobs personnel institute quality training programs for them.
 JE Merit has also instituted the Select 100 Program within the ABC of Greater Houston which recruits qualified high school graduates in the Houston area to attend ABC task training courses. To date, the program has selected 61 graduates for training placement within the Houston area construction/maintenance industry.
