JACKSON'S COMEBACK DISC NOT READY FOR 1999.

The new Michael Jackson album that many of his industry friends are predicting will mark a comeback for the soiled superstar won't see the light of stores this year after all.

Superhot producer Rodney Jerkins reports the disc is ``about halfway finished, but Michael's not going to put out just an album. He's got to come out with the proper bang.''

The CD has had the input of such music masterminds as David Foster, Carole Bayer Sager and Kenny ``Babyface'' Edmonds, but Jerkins says, ``I'm hoping to have at least 70 percent of it.'' He adds that Michael will be coming out with ``a totally new sound. People are going to love it.''

The 22-year-old Jerkins has been juggling Jackson's project - which he's hoping will be ready to debut the first part of next year - with assignments from a cavalcade cav·al·cade

The music whiz, who this year alone produced gold and platinum hits for such artists as Whitney Houston, Monica, Brandy, Mary J. Blige, Luther Vandross and Jennifer Lopez, will need a clone if he takes on any more assignments. He says his phone has been ringing ``off the hook. But I can't do everybody. 'N Sync wants me to work on their album, and Rod Stewart has been calling me a lot. I may do Rod's, because it would be different than what I've been doing.''

Church goes to `Angel'
