Ali-Akbar Velayati of Iran and Tariq Aziz Mikhail Yuhanna, later and more popularly known as Tariq Aziz or Tareq Aziz, (Arabic: طارق عزيز, Syriac: ܜܪܩ ܥܙܝܙ  of Iraq met with the Secretary-General on 3 July in Geneva--their first such encounter since the 1988 cease-fire was established.

Mr. Perez de Cuellar called the event "a psychological break-through". On previous occasions, the Foreign Ministers had talked to him separately. At the Geneva session, the three men conferred together and exchanged views.

"Psychologically, this is very important," he said. The meeting, he stated, sent the "right message" to the Iranian and Iraqi peoples: that both Governments were really committed to finding a peaceful solution to the problem as soom as possible.

He also believed that the meeting had "contributed to improving the atmosphere between the two countries". Both men had assured him of their continued co-operation in his efforts to implement resolution 598. A visit to the area was being considered by the Secretary-General, it was reported.

Resolution 598, adopted unanimously on 20 July 1987, calls for a cease-fire, an end to all military actions on land, at sea and in the air, withdrawal of forces to internatinally recognized boundaries, dispatch of a team of UN observers to supervise those actions, and release and repatriation Repatriation

Other developments

During a 14 May meeting in Rome, Foreign Minister Aziz informed the Secretary-General of a recent exchange of letters between Iraq and Iran, stressing that the intent was not to proceed outside the UN framework or resolution 598. Rather, he said it should be seen as a "complementary process" to talks under UN auspices.

On 11 June, Oman informed the Secretary-General of a meeting of the Calf Co-operation Council in support of the Secretary-General's endeavours to implement resolution 598.
