Kirby is a maximum security hospital of the New York State Office of Mental Health that provides secure treatment and evaluation for the forensic patients and courts of the New York metropolitan area New York–Northern New Jersey–Long Island is the most populous metropolitan area in the United States and the third most populous in the world, after Tokyo and Mexico City. . As medical director, Salom oversees all non-psychiatric medical staff, pharmacy and therapeutic issues and other administrative areas. Kirby has an active staff education program as well as academic affiliations with several metropolitan area universities including the New York University New York University, mainly in New York City; coeducational; chartered 1831, opened 1832 as the Univ. of the City of New York, renamed 1896. It comprises 13 schools and colleges, maintaining 4 main centers (including the Medical Center) in the city, as well as the  School of Medicine. Salom is an internist and life member of ACPE. He earned a Master of Science in Medicine from the University of Minnesota (body, education) University of Minnesota - The home of Gopher.

He earned certification as a CPE in 2004. He is an auxiliary member of the N.Y. State Board of Medicine, conducting licensure and re-licensure hearings. Before his appointment at Kirby, Salom was a member of Queens-Long Island Medical Group, a 250-physician multispecialty group in New York City and Long Island.
