The Intrado IEN Connect program enables 9-1-1 technology providers to test the ability of their systems and services to effectively interoperate within the Next Generation 9-1-1 environment through the use of a fully equipped simulated 9-1-1 communications center. In particular, participants may validate compliance with the Alliance for Telecommunications Industry Solution (ATIS) approved Emergency Services emergency services Emergency care '…services …necessary to prevent death or serious impairment of health and, because of the danger to life or health, require the use of the most accessible hospital available and equipped to furnish those services'  Messaging Interface (ESMI) standard.

Compliance with the ATIS ESMI standard is essential to the deployment of next generation 9-1-1 services as it defines the interfaces needed to expand the amount of data that can come into a public safety answering point (PSAP PSAP Public Safety Answering Point

). In addition ESMI makes it easier to add new functionality without impacting the availability of the 9-1-1 network. Solving both of these issues represent major milestones toward enabling 9-1-1 communications centers to implement Next Generation 9-1-1 functionality, such as the ability for a 9-1-1 call taker to access video sent from a 9-1-1 caller or surveillance camera.
