Internet On-Ramp, which already offers dial-up Internet service in the Spokane market, has requested a full-time channel on TCI-Spokane's Basic Service Tier. According to the application, the intention is to provide subscribers in the marketplace with the "widest possible diversity of information sources and diverse sources of video programming." "The Internet is alive with video applications," said Janke, in making the announcement. "Because TCI promptly recognized the importance of our initial formal inquiry into 'leased access' carriage, we hope to be able to deliver full-screen video and other information to our members in and around Spokane immediately upon receipt of the finalized contract from TCI-Spokane." The cost of a "leased access" channel will be defined by the formula prescribed by the FCC's February, 1997 Second Report & Order. Janke indicated that IVI would shortly pursue similar applications in other markets, beginning with Century Communications in Ventura, Calif.; CableOne in Modesto, Calif.; and American Cable Entertainment in Cortez, Colo. IVI sent letters to MSO's in 10 markets approximately one month ago, formally setting the "leased access" procedures in motion. Under the current structure, PeRKInet(r) subscribers download speeds up to 256Kbps for $29.95 per month (fee includes cable modem rental), only 10 more than the cost of standard dial-up service from most Internet Ventures affiliates. The price, which represents 50 percent savings over previous PeRKInet(r) pricing, is the lowest in the nation by a high-speed cable broadband Internet access Broadband Internet access, often shortened to just "broadband", is high speed Internet access—typically contrasted with dial-up access over modem. Dial-up modems are generally only capable of a maximum bitrate of 56 kbit/s (kilobits per second) and require the full use of a vendor. IVI's PeRKInet(r) uses a Phone Return Cable Internet technology which combines regular phone lines and existing cable TV plant to deliver Internet access speeds substantially greater than X2 and K56Flex modems.
