That licensee, Big Blue, Inc. (an affiliated company) of Bixby, Oklahoma, utilized newly-patented soil remediation technology licensed from ICTK. Big Blue, Inc. subcontracted with Dismantlement and Environmental Management Company, West Seneca, New York West Seneca is a town in Erie County, New York, USA. The population was 45,920 at the 2000 census.

The Town of West Seneca is a centrally-located interior town of the county, southeast of Buffalo, New York.

The newly-patented soil remediation process used on the government project is a unique chemical reduction and oxidation technology and, when used in conjunction with the Ion Collider, can treat large volumes of contaminated soil on location at high treatment rates (100 tons/hr.) and is extremely cost effective when compared to industry accepted methods. Within hours after treatment of soils, the hydrocarbons are converted to CO2 and water, completing the organic cycle. The process is unique and significant environmentally in that it meets stringent air and water quality standards. The resulting soil is a rich humus humus (hy`məs), organic matter that has decayed to a relatively stable, amorphous state. It is an important biological constituent of fertile soil.  that can be used as potting soil.

The effectiveness of ICTK's technology at reducing contaminated levels has been proven on sand, soils, clays, and dredge materials in the past. which were then destroyed or rendered less mobile by the ION

solution.

- In Puerto Rico, where the technology was utilized on oil spill

contaminated beach sand and dredges from the bay. The technology

was able to greatly reduce oil contamination in sands, recover

significant amounts of spilled oil for recycling, and produce clean

water suitable for discharge. The cleaned dredges were replaced in

the bay, and aquatic life has since flourished.

- In Oklahoma on underground storage tanks (USTs). According to

a recent article in The Tulsa World under the EPA guidelines

established nearly 10 years ago, operators of underground

storage tanks have but a few days, until December 22, 1998, to

comply with EPA standards or possibly face fines of up to

$11,000 per day per tank. The article indicates that in

Oklahoma, Louisiana, and Texas alone, there are still several

thousand sites that need to be remediated. "We have recently

remediated several USTs in Oklahoma," said Bill Rippetoe,

co-inventor of the technology and Secretary/Treasurer of ICTK.

"Our technology and process have been proven to be very

effective on USTs because of their ability to allow remediation

on site and save fees associated with conventional methodologies

such as expensive trucking, burning, and tipping fees. Such

environmental concerns and government mandates open up huge

opportunities for our company, and as we begin to make a name

industry accepted choice."
