), the leading provider of performance-based routing technology over the Internet, said today the company's top manager for service level management, Kelly Flynn-Muller, has been named to chair the SLA Management Team for the TeleManagement Forum, a leading telecommunications and information technology industry standards organization A standards organization, also sometimes referred to as a standards body, a standards development organization or SDO (depending on what is being referenced), is any entity whose primary activities are developing, coordinating, promulgating, revising, amending, .

In her role, Flynn-Muller will guide the creation and revision of documents and tools that address industry-wide problems concerning the management of Service Level Agreements (SLAs). The team will leverage and build on existing TM Forum documents, including the SLA Handbook and Wireless Service Measurements Handbook, to create solutions for a broader range of telecom operators, including IP network, wireless, application and hardware providers.

"Our job is to provide to the industry comprehensive and cutting-edge tools and standards for SLA management," said Flynn-Muller, noting that the non-profit organization A non-profit organization (abbreviated "NPO", also "non-profit" or "not-for-profit") is a legally constituted organization whose primary objective is to support or to actively engage in activities of public or private interest without any commercial or monetary profit purposes.  is composed of representatives from a wide range of network service providers (NSPs), telecommunications carriers, wireless providers, network equipment and software manufacturers, and other related international industry leaders.

The scope of the TM Forum's SLA Management team will include a sequential update of existing SLA handbooks as well as new application notes, with emphasis on the following:

--Application-level edge SLAs, including those concerned with services over IP, such as VoIP.

--"Layered" SLAs, such as those applying to differentiated Quality of Service (QoS), bundled wireless and wireline services.

--Implications of unified SLAs that combine multiple, disparate services into "customer friendly" SLAs.

--Interaction between collectives of service providers, such as partnerships, alliances, and other relationships between providers in similar and complementary spaces.

--"User guide" level examples of SLA reporting, contracts, etc.

Flynn-Muller, who reports into the office of the Chief Technology Officer at Internap, recently led an effort to revise the company's already industry leading SLAs, and establish even higher levels of network performance, service, security and accountability to Internap customers. The resulting changes included the addition of a network jitter A flicker or fluctuation in a transmission signal or display image. The term is used in several ways, but it always refers to some offset of time and space from the norm. For example, in a network transmission, jitter would be a bit arriving either ahead or behind a standard clock cycle  guarantee of less than 0.5 milliseconds, industry best crediting levels, DoS attack See denial of service attack.  response guarantees, enhanced collocation coverage, and standard termination rights. These service levels are essential for effective deployment of voice over IP (VoIP), streaming audio/video, real-time e-commerce and other high-demand applications.

Flynn-Muller has more than 11 years experience in education, project and program management. She is currently the program leader for service level management and product development at Internap. Her expertise has been instrumental in creating industry-leading Service Level Agreements for a broad range of products and partner products. Flynn-Muller has a B.S. from Humboldt State University Not to be confused with Humboldt University of Berlin.
