Mr. Cosgrove also was responsible for promptly and effectively closing out the $225 million Space Command HQ account, including reconciliation of purchase cards and per-diem software program.

Evans is recognized for her performance as Quality Assurance manager, where she resolved problems on metric reporting, improved metrics and reports, and assumed duties for which she was not yet trained. She was able to ensure continuity of support, organized Communities of Practice pages on knowledge management, and enabled improvements in reporting capabilities. Ms. Evans presented high-level briefings, thus fostering communication and teamwork among field, headquarters, Secretary of the Air Force, and Defense Finance and Accounting Service The Defense Finance and Accounting Service (DFAS), an agency of the United States Department of Defense, provides finance and accounting services for the military and other members of defense.

She orchestrated a multi-functional team of government/ contractor cost analysts, engineers, and program managers in refinement of a comprehensive $11 billion modernization program cost estimate for the top-priority F-A/22 project. Ms. Taylor also built and delivered numerous high-level briefings to support decision briefs on the program.

Mr. Jeffrey S. Tran is recognized for his work as a budget analyst trainee. During this time he assisted in the execution of over $70 million in Operation Iraqi Freedom supplemental funds. His work ensured rapid delivery of critical equipment and material to forces deployed in combat zones. As the budget year unfolded, Mr. Tran automated a manual and time-consuming portion of the carryover reporting process. This reconfiguration resulted in significant labor savings.
