Interim manager appointed as man. auditor issues damning report.

The AG'S report, The Investigation of Hydra House Ltd. and A Review of the Related Department of Family Services and Housing Financial Accountability Framework confirms allegations of questionable use of public monies by Hydra House Ltd.

The Auditor General Auditor general may refer to,
  • Comptroller and Auditor-General
  • Auditor General for Scotland
  • Auditor General of Canada
  • Auditor General of Pakistan
 identified situations where provincial monies were not used for the direct care and maintenance of Hydra residents, but instead were used for the benefit of Hydra executives and others.

Hydra is a for-profit organization, providing a comprehensive range of community based programs and services to support people of all ages living with a disability.

In an earlier report, the Auditor General had cited weaknesses in the Department of Family Services & Housing's (the Department) financial monitoring of external service providers. During the course of the departmental review the Auditor General became aware of allegations of questionable spending at Hydra, and he proceeded to investigate.

The AG found that:

* the payment of salaries, bonuses, and consulting fees in excess of $3.8 million, over a six year period, to up to five Hydra executive positions, and

* purchases and expenses of a personal nature and significant meal and entertainment charges incurred mainly by current and former Hydra executives.

* certain costs charged by Hydra to its programs were not necessary in the Province's funding formula.

The investigation did not include an assessment of the quality of services rendered by Hydra.

The report reaffirms the need for the Department to strengthen financial accountability requirements over $54 million provided annually to external service providers from the Child Protection and Support Services support services Psychology Non-health care-related ancillary services–eg, transportation, financial aid, support groups, homemaker services, respite services, and other services  Section and the Community Living Division of the Department.

 recommends having Service Purchase Agreements in place contracted to deliver services to the public on behalf of the Province. He found that per diem per diem adj. or n. Latin for "per day," it is short for payment of daily expenses and/or fees of an employee or an agent.  funding models used were not based on current cost information and may not reflect the actual costs of providing the required client services.
