Intergraph Helps Poland's Agency for Restructuring and Modernization of Agriculture Build Expansive Land Management System.Business Editors HUNTSVILLE, Ala.--(BUSINESS WIRE)--Jan. 24, 2002 GeoMedia-based Land Parcel Identification System integrates with agency's IT infrastructure Intergraph Mapping and GIS Solutions today announced the Agency for Restructuring and Modernization of Agriculture (ARMA) in Poland has selected Intergraph Poland to develop a Land Parcel Identification System for use with the agency's Integrated Administration and Control System (IACS IACS Integrated Administration and Control System (EU system to administer payments under the common agricultural policy) IACS International Association of Classification Societies IACS Indian Association for the Cultivation of Science ). The contract award is valued at more than $1 million (U.S.) for services and product development. The main task of the Land Parcel Identification System is to integrate GIS functionality into the agency's current and planned automated systems for administering and controlling direct financial subsidies for Polish farmers from the European and Polish government funds. The IACS meets the fundamental requirement by the European Union European Union (EU), name given since the ratification (Nov., 1993) of the Treaty of European Union, or Maastricht Treaty, to the European Community for assisting ARMA in processing and granting direct subsidies to farmers. GeoMedia helps integrate GIS with IT Intergraph Poland's role in developing the parcel system is twofold. Intergraph Poland will also design, develop, and implement the GIS component of the overall IACS. The system will use GeoMedia(R), GeoMedia Professional, GeoMedia WebMap, and GeoMedia WebEnterprise software. The agency also plans to spend an estimated $300,000 (U.S.) in 2002 in support of this project for additional GeoMedia software. The Land Parcel Identification System will maintain a vast amount of data including between 1.6 million and 2 million farms, 20 million parcels, 60,000 orthophoto maps estimated at 3.7 terabytes, and 78 gigabytes of vector data. When implemented, the system will provide agricultural parcel-based information and manage the annual control of individual farmer's applications. The following will support the system: -- Development of the Parcel-based Information System and required IT infrastructure with full IACS functionality -- Access to the cadastre and land registration information held in local cadastral offices by IACS institutions -- Introduction of an IACS-compatible parcel identification system -- Introduction of an IACS-compatible farmer and land user identification and inventory system -- Adoption of an IACS-compatible registration of land use using EU nomenclature -- Service for subsidy control and monitoring based on satellite remote sensing -- Access to aerial photographs, satellite imagery, digital orthophotos, and scanned topographic maps with full country coverage as needed by the IACS Integrated Administration and Control System (IACS) One of the charters of the Common European Union Agricultural Policy Agricultural policy describes a set of laws relating to domestic agriculture and imports of foreign agricultural products.
