NEW YORK -- Instinet, a global agency broker, today announced the hiring of Andrew Winner as head of its transaction cost analysis efforts. As Chief Software Architect, TCA, Mr. Winner will lead the development of Instinet's pre- and post-trade analytics tools which support Instinet's Newport(TM) global portfolio trading platform.
