"Insignia Residential Group is hosting this breakfast because despite two high-profile investigations into residential management corruption by the Manhattan District Attorney's office, the problem has continued to exist throughout the industry," said James V James V, king of Scotland
James V, 1512–42, king of Scotland (1513–42), son and successor of James IV. His mother, Margaret Tudor, held the regency until her marriage in 1514 to Archibald Douglas, 6th earl of Angus, when she lost it to John
. O'Connor, senior vice president of Insignia Residential Group and moderator of the panel. "We at Insignia hope that events like this discussion panel will help the entire residential management profession improve its service to co-op and condominium boards, and educate board members as to how they can protect the homeowners they represent from fraud and theft."

O'Connor then opened the discussion, which evolved around two key issues: 1) What degree of responsibility do boards bear when a party they have contracted with becomes indicted INDICTED, practice. When a man is accused by a bill of indictment preferred by a grand jury, he is said to be indicted.  in a corruption investigation and what steps should be taken to avoid that situation in the future; and 2) What expert counsel can boards realistically expect to receive when they approach their management company for advice in selecting a vendor?

The panelists' lively debate lasted more than an hour, with some participants taking the position that boards bear total responsibility for their decisions since they have been elected to protect the fiduciary interests of all building residents. Others argued that board members are not typically experts in construction and engineering and similar contract service professions critical to building maintenance, and thus must rely upon the counsel of property management experts such as their residential management company.

Insignia Residential Group's next President's Forum discussion will be held in December. The topic will be technology applications in residential management.
