The committee offers a working definition of CER, which compares evidence on different alternatives to prevention, diagnosis, and treatment; a priority list of 100 research topics relating to devices, procedures, testing and monitoring mechanisms, and systems of care delivery; requirements to support research; and recommendations for best practices. The report is in response to the federal support of CER that was part of the 2009 American Recovery and Reinvestment Act, reflecting legislators' beliefs that better decisions about the use of health care could improve the public's health and reduce costs.
