CNYOG proposes to expand the working gas capacity of the existing Stagecoach natural gas facility by approximately 13 Bcf. CNYOG will be filing for a Certificate of Public Convenience and Necessity from the Federal Energy Regulatory Commission The Federal Energy Regulatory Commission (FERC) is the United States federal agency with jurisdiction over electricity sales, wholesale electric rates, hydroelectric licensing, natural gas pricing, and oil pipeline rates.  ("FERC FERC Federal Energy Regulatory Commission
FERC FEMA Emergency Response Capability
") seeking authorization of the Phase II capacity expansion. CNYOG expects the rates for storage services to be "market based" and subject to CNYOG's FERC Gas Tariff. Subject to all necessary regulatory approvals, construction is expected to commence in the 3rd or 4th quarter of 2006 with a proposed commercial in-service date of the fall of 2007.

The existing Stagecoach storage facility consists of approximately 13.6 Bcf of working storage capacity that commenced operations in April of 2002 and has provided reliable and flexible storage services for its customers. The storage facility is ideally and strategically located in close proximity to northeastern markets and is connected to Tennessee Pipeline Company's ("TGPL TGPL Transcontinental Gas Pipe Line Corporation
TGPL Town of Gainesville Public Library (Silver Springs, NY)
") 300 Line.

It is anticipated the Phase II expansion will consist of an additional 13 Bcf of working storage capacity which will be available for reservation under long-term storage agreements. The Phase II expansion will also include approximately 12 miles of storage lateral and interconnect facilities, the "Stagecoach North Lateral", for a connection to the proposed Millennium Pipeline. Interested parties will be able to contract for a customized range of storage injection and withdrawal services with receipt and delivery points to either TGPL and/or the Millennium Pipeline.

Because of Stagecoach's strategic location between TGPL and the Millennium systems Millennium Systems Inc is an American multinational computer webhosting provider headquartered in Irvine, California. Founded in 1999, Millennium Systems specializes in server colocation, domain registration, and offsite data backup. , CNYOG envisions being able to offer hub services between the two pipelines, and seeks expressions of interest in such services in the response to the Open Season.

This Phase II Open Season is a non-binding solicitation for storage capacity and services associated with the expansion of Stagecoach storage facility with the following anticipated capacities and performance levels:
