Northrop Grumman Corporation's board of directors has elected Ronald D. Sugar--the current company's president and chief operating officer--as Northrop Grumman's next chief executive officer. Sugar, a 35-year defense industry veteran, assumes leadership of the nation's second largest defense contractor on April 1. In addition to his election as CEO, he will retain the position of company president. Sugar replaces Kent Kresa, who is retiring at the board's mandatory retirement age of 65.

Dennis McGinn, a retired vice admiral from the U.S. Navy, has joined Battelle as vice president for strategic planning and business development in Columbus, Ohio. McGinn will focus on Batelle's government market sectors. Previously, he was deputy chief of naval operations.

George P. Sigalos has joined Halliburton KBR Government Operations as director of government relations. Sigalos moves from the Contract Services Association of America, where he served as counsel to the president and director of public affairs.

L-3 Communications, Security and Detection Systems has appointed David Waters as vice president of cargo operations, in Woburn, Mass.

Science & Engineering Associates Inc. has named Matthew G. Henry as executive vice president of corporate development, with responsibility for the firm's defense and IT service group in New Orleans.

Robert J. Wilson has become vice president of business development for Electro-Radiation Inc., in Fairfield, N.J. He is responsible for sales and marketing activities in U.S. and international markets.

Stewart & Stevenson has appointed Ted M. McQuinn as managing director of Stewart & Stevenson Tactical Vehicle Systems, in the United Kingdom. Previously, McQuinn was vice president of quality for Stewart & Stevenson's Tactical Vehicle Systems division, in Sealy, Texas.

Forecast International/DMS, in Newtown, Conn., has named Douglas Nebinger as its new president. Nebinger is a long-time partner who has served as the company's executive vice president since 1992.

CACI International Inc. has recruited retired Maj. Gen. Warren C. Edwards as director of its U.S. Army Forces Command Operations organization in Atlanta. Edwards will oversee the expansion of CACI's business with FORSCOM. Previously, Edwards was deputy commanding general of the Third U.S. Army.

CMC Electronics Inc., in Montreal, has appointed Mario Larose as vice president of the company's custom-electronics b unit. The position is a new one, established to strengthen the firm's electronics components business, a spokesman said.

BAE Systems North America has named Richard Ashooh as vice president of legislative affairs. Ashooh will manage the company's government relations at all levels, federal, state and local.
