India: HCL may have to give up Rs 1700 cr IT deals for BSNL contract.

After emerging as the lowest bidder or L1 in East, West and South zones, HCL Infosystems has now become L1 for managing BSNL s phone lines in the northern region too, an executive with the BSNL told ET. But considering the telco s tender conditions, the IT firm can be awarded only a maximum of two contracts, implying that it can provide solutions to BSNL in only two regions.

HCL Infosystems chief executive Ajai Chowdhry confirmed that company has emerged as the lowest bidder in all the four zones, adding that BSNL was yet to award the contract. Asked about HCL s preference for the zones, Mr Chowdhry said, It is for the telco to decide which regions will be allotted al·lot

As is the norm at BSNL, the financial bid by HCL Infosystems will be evaluated and it will go through the process of negotiations. The entire procedure will take some more time, after which the contract will be awarded, Mr Chowdhry added.

HCL s mandated surrendering of two contracts will benefit other IT firms like TCS (Transportation Control System) A widely used integrated information system for railroad transportation developed by the Missouri Pacific Railroad Company in the late 1960s and early 1970s. It was later implemented by Union Pacific when the companies merged.  and Mahindra Satyam. For instance, TCS is the second-lowest bidder for South zone and Mahindra Satyam, along with Spanco, is next to HCL in the East zone.

This IT outsourcing contract is part of BSNL s 93-million line GSM project, worth over $1 billion, for procuring network equipment, tower infrastructure and technology solutions and services. The project was further split into four zones to allow companies to bid separately for each zone.

Some private telco operators, too, awarded IT contracts recently. Etisalat, formerly known as Swan telecom, recently awarded the contract worth $400 million to Tech Mahindra Tech Mahindra Ltd. (TechM) formerly known as Mahindra British Telecom (MBT) is a joint venture between Mahindra & Mahindra Limited (M&M) and British Telecommunications plc (BT), UK with M&M holding 57% and BT holding 43% of the equity. , while Datacom s IT infrastructure management has been awarded to IBM (International Business Machines Corporation, Armonk, NY, www.ibm.com) The world's largest computer company. IBM's product lines include the S/390 mainframes (zSeries), AS/400 midrange business systems (iSeries), RS/6000 workstations and servers (pSeries), Intel-based servers (xSeries)  for about $200 million. Unitech Wireless, in which Norway s Telenor holds a controlling stake, has outsourced its IT infrastructure management to Wipro for about $500 million.
