Fox spoke just prior to the Cancun summit with Prime Minister Stephen Harper and U.S. President George Bush in February 2006.

An estimated 200,000 illegal immigrants are thought to be currently residing in Canada and about 10,000 are scheduled to be deported this year by the Canadian Border Services Agency. A group of "undocumented" Portuguese construction workers in Toronto was recently deported, causing waves both here and in their home country: "If all of the illegal workers in the construction industry in the Greater Toronto Area The Greater Toronto Area (widely abbreviated as the GTA) is the most populous metropolitan area in Canada.
