As a result of these penalties, the EPA joined forces with the City Department of Public Health and assembled a mailout to the 35,000 licensed property owners in the Philadelphia area. This mailout included suggested language that may be used in a lease agreement that will meet the legal requirements for disclosure of the presence (or absence) of any lead-based paint hazard, under both federal and city regulations.
