IDENTITY THEFT says the Federal Trade Commission is the number-one consumer fraud complaint, accounting for a staggering 42 percent of the 204,000 complaints listed by the FTC's Consumer Sentinel database in 2001. Next were Internet auctions, Internet services and computer complaints, shop-at-home and catalog offers, and advance-fee loans and credit protection.
