IT'S A BUMPY ROAD AFTER NEIGHBOR'S SAFETY CRUSADE.

Byline: DIANA PEYTON Community Columnist columnist, the writer of an essay appearing regularly in a newspaper or periodical, usually under a constant heading. Although originally humorous, the column in many cases has supplanted the editorial for authoritative opinions on world problems.

Denise Basile-Castaneda has found a new way to be a good neighbor.

Her one-woman, four-year effort to improve traffic problems on Farralone Avenue between Lassen and Devonshire streets was rewarded in November.

The street now has two speed bumps bumps

Basile-Castaneda and her husband, Victor, bought their house in Chatsworth in 1995.

``They didn't disclose the kind of jamming at 50 mph most drivers speed down this street,'' she said.

The lack of safety on the street moved the new resident into action.

The numerous phone calls needed to make her way through the Department of Transportation bureaucracy did not dampen her tenacity.

The city required a petition with 75 percent of neighborhood residents agreeing that they want speed bumps installed to slow down the speeders.

``Only two streets per council district per year are approved for the city speed bump program,'' Basile-Castaneda said she was told. Her plan was to be one of the two.

``It was nerve-wracking,'' she said. ``At first, I went door-to-door. Some of the neighbors didn't seem interested.

``I even went out in the rain. If people weren't home, I went back. I went out in the dark. I just kept trying,'' she said. ``Some of the neighbors said they had tried to do this before; some would not sign the petition.''

After four years and many attempts to persuade her small community, and dozens of phone calls to the Department of Transportation, she got the needed signatures.

``People see me walking my dogs now and stop to say, `Good job.' '' she said. ``One woman who had moved from our neighborhood followed me as I was driving down the street and caught me to congratulate me.''

Basile-Castaneda said a rider recently was thrown from a horse that was spooked by a speeding car.

She wrote a letter to the city in October requesting ``horse crossing'' signs. They were installed during the third week in November.
