ISC2(R) Honors Dr. Willis H. Ware with 2005 Harold F. Ware, Ph.D., as the recipient of the 2005 Harold F. Tipton Award in recognition for his distinguished information security career. The annual award was presented last evening at the RSA Conference 2006 in San Jose. Recognized as a pioneer and expert in information security research and policy development, Ware's career spans more than 50 years and includes various staff and management positions at the RAND Corporation. In the late 1960s, Ware chaired a U.S. Department of Defense committee that initiated the first definitive discussion of information systems security, treating it as both a technical matter and a policy issue. In the early 1970s, he chaired the cabinet-level Special Advisory Committee on Automated Personal Data Systems for the Department of Health, Education and Welfare Secretary. The committee produced a report that served as the foundation for the United States Federal Privacy Act of 1974. President Gerald Ford subsequently appointed Ware to the Privacy Protection Study Commission, whose report remains the most extensive examination of private sector record-keeping practices. Ware also served as the first chairman of the Computer System Security and Privacy Advisory Board, a national body created by the Computer Security Act of 1987.
