IRAQ - US Tenders $1 Bn Fast-Track Oil Rehab Contract.The USAce has issued a pre-solicitation notice to companies requesting proposals for a $1 bn "indefinite INDEFINITE. That which is undefined; uncertain. INDEFINITE, NUMBER. A number which may be increased or diminished at pleasure. 2. When a corporation is composed of an indefinite number of persons, any number of them consisting of a majority of those delivery" and "indefinite quantity Noun 1. indefinite quantity - an estimated quantity quantity, measure, amount - how much there is or how many there are of something that you can quantify " agreement, or two $500m contracts, to restore Iraq's pre-war capacity to produce 3m b/d and export up to 2.5m b/d. The proposals must be made by July 18. A pre-proposal conference will be held in Dallas on July 14. The proposals must be made by Aug. 14. Awards should be made shortly thereafter. The contract, or contracts, will be for two years, with three one-year extensions. The USAce will award as well as administer the contract or contracts. This is because the $1 bn will be part of a $2.4 bn Iraq aid budget allocated by the US Congress. This money is being disbursed mainly to US companies, with some going to UN agencies and civil groups. USAce would prefer to issue two separate $500m contracts, one to support the Northern Oil Co. (NOC (Network Operations Center) A central or regional location for monitoring a large network. Also called a "network management center" (NMC), "service management center" (SMC) or "network control center" (NCC), a NOC may be used to manage a large enterprise network, ) and the other for the Southern Oil Co. (SOC), to avoid geographical overlap. But it would consider proposals for a single contract for both if they make sense. A final decision on this would be taken before the award. The contract, or contracts, will replace USAce's current one with KBR KBR Kellogg, Brown and Root KBr Potassium Bromide KBR Key-Based Routing KBR Kota Bharu, Malaysia - Sultan Ismail Petra (Airport Code) KBR Koninklijke Bibliotheek van België / Bibliothèque royale de Belgique , which is to be terminated. The KBR deal has come under scrutiny in the US Congress because it was awarded directly without a competitive tender. Bidders must be from eligible countries: from the US Trade Agreement Act, the US Balance of Payments Act, and coalition members that are not qualified under these acts but are eligible to compete in the tender. The Iraqi oil ministry was to submit to the CPA (Computer Press Association, Landing, NJ) An earlier membership organization founded in 1983 that promoted excellence in computer journalism.
