Iraqi National Accord The Iraqi National Accord (INA) is an Iraqi political party founded by Iyad Allawi and Salah Omar Al-Ali in 1991. Al-Ali subsequently left the party after he realised the extent of Allawi's links to foreign intelligence agencies.  (INA Ina (ē`nä), city (1990 pop. 60,062), Nagano prefecture, central Honshu, Japan, on the Tenryu River.  member Iyad Allawi, in an interview with the FT, rules out the rapid timetable for self-rule that has been proposed by France and Germany as part of a new UN resolution and denies that the IGC advocates a speedy US exit from the country. He says: "True, we would like to see a withdrawal as soon as possible, but we don't want just a withdrawal, full stop. This would create another vacuum. We would like to see the presence of a solid Iraqi force first". (Allawi's INA has long been backed by the CIA CIA: see Central Intelligence Agency.

The FT quotes a US official as saying: "The IGC is an interim body and it would be a mistake to turn a group that's a reasonable selection for an interim group into a far more permanent body. Outside guys who can take immediate advantage are endorsing a quick transfer of power. But the council still has to figure out how to operate, how to implement decisions and how to relate to ministers who have been appointed"). IGC's co-ordinator for security issues, Allawi says he is against the rapid withdrawal of US troops from many urban areas, which has been advocated by other Iraqi politicians and US commanders. (His comments come amid a new spate of attacks on coalition troops and the Sept. 20 shooting of Aquila al-Hashimi, one of three women on the 25-member IGC, who died later in the week and buried in Najaf). Rather than turning over immediate full sovereignty, Allawi calls on the US to allow the IGC to have representatives on the boards of trustees for donor funds. He says IGC members will also like to be "represented and effective" in the disbursement DISBURSEMENT. Literally, to take money out of a purse. Figuratively, to pay out money; to expend money; and sometimes it signifies to advance money.
