Advertisements explaining that elections will be held and calling on voters to exercise their rights have been rolled out. They will be followed by instructions on how the vote will take place.

Scepticism over post-war Iraq's politics is only partly due to escalating violence that has left more than 400 Iraqis dead in 20 days to Sept. 30. While many Iraqis feel left out of a process dominated by former exiles, Allawi's strategy is to bring the large constituency that opposes the US into state institutions and isolate insurgents involved in attacks. But those same political parties that were the US' strongest allies in the war have also won control of the Consultative Assembly that was picked in August.
