IRAN - The IPPS.


There are six IPP (Internet Printing Protocol) A protocol for printing and managing print jobs over the Internet using HTTP. Initially conceived by Novell, Xerox and others, the IETF made it a standard in 2000 that includes authentication and encryption. See printing protocol and LPD.  ventures in Iran, of which one is in operation. An IPP venture must be based on a 20-year BOT or BOO deal with the Energy Ministry. Tavanir is the sole buyer of power to be supplied under a 20-year contract. Tenders for and the operations of all IPPs are to be supervised su·per·vise

The IPPs have to be built mainly by, and under the supervision of, the Energy Ministry's Iran Power Plant Projects Management Co. (Mapna). The six IPP projects are as follows:

A 900 MW Perehsar plant started up in 2004, with 600m invested. The project was awarded in late Feb. 2001 to a consortium led by Sondel of Italy (part of the Falck group). Its partners are Dillinger Stahl (DSD (Direct Stream Digital) See SACD. ) of Germany and Mapna Int'l, a Dubai-registered unit of Mapna. With Sondel holding 50%, DSD has a 20% equity. Mapna Int'l holds 30%

This first IPP to be executed in Iran has a combined-cycle, gas-fired plant on the Caspian Sea Caspian Sea (kăs`pēən), Lat. Mare Caspium or Mare Hyrcanium, salt lake, c.144,000 sq mi (373,000 sq km), between Europe and Asia; the largest lake in the world.  coast near Rasht and 32 km from Bandar Enzeli. The IPP is capitalised at 155m.

A 1,000 MW Kerman plant is being built in two phases: installation of gas turbines and addition of steam boilers for combined-cycle function.

A 1,000 MW Jalal IPP being built near Tehran.

A 1,000 MW being IPP built in Tabriz.

Posco Engineering and Construction of South Korea in late 2004 signed a memorandum of understanding A Memorandum of Understanding (MoU) is a legal document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action and may not imply a legal commitment.  (MoU) to build two IPPs in Iran worth a combined $600m. The MoU was signed between POSCO and South Korea's Air Window, which is negotiating with Iran's Industrial Development and Renovation Organisation (IDRO) to establish a 70:30 power joint venture.

Under build-own-operate (BOO) contracts, the venture would build two 600 MW gas-fired IPPs, one in Kermanshah and one in Yazd - to be brought on-line in 2008.

Tavanir is selling some of its power plants to the private sector, including foreign investors.
