 INTEGRATED WASTE-BY-RAIL DISPOSAL PROJECT
 ANNOUNCED FOR SOUTHERN CALIFORNIA
 LOS ANGELES, Nov. 22 /PRNewswire/ -- Western Waste Industries (NYSE: WW), SP Environmental Systems Inc. and Gold Fields Mining Co. jointly announced today details of a memorandum of understanding for the development and operation of a comprehensive waste-by-rail system to serve Southern California well into the 21st century.
 The project includes a rail-linked municipal solid waste landfill in Imperial County, Calif. on mining properties presently owned and operated by Gold Fields and located near the mainline of the Southern Pacific Railroad. The system will include transfer, recycling and intermodal facilities, certain of which are already in operation.
 The waste-by-rail system will be capable of handling up to 20,000 tons of municipal waste per day from the surrounding counties of Los Angeles, San Bernardino, Riverside, Orange, Ventura and San Diego. This region currently generates more than 75,000 tons of waste each day and is increasingly under disposal pressure from urban landfill closures.
 The disposal site is located approximately 200 miles southeast of Los Angeles. Environmental review and permitting is expected to take 2 1/2 years. With an estimated waste capacity of 250 million to 400 million tons, the initial landfill site will operate for more than 50 years.
 This integrated solid waste rail system combines the expertise of the three companies. Western Waste is the largest private sector solid waste collector in Los Angeles County and provides a full range of services. SP Environmental is an affiliate of Southern Pacific, the principal railroad in this market area. Gold Fields owns and operates the second largest gold mine in California and has received national recognition for its environmental controls.
 Western Waste and SP Environmental will jointly operate the solid waste transfer and rail transportation system. They have identified and plan to establish transfer and intermodal facilities in strategic locations throughout the market area. These activities may incorporate material recovery, processing and composting operations in their design. All three parties will own the landfill which Gold Fields will operate.
 Further details about this project will be released as they develop.
 Gold Fields owns and operates the Mesquite Mine in Imperial County and the Chimney Creek Mine in Nevada. Gold Fields' continuing efforts at making mining compatible with other land uses in a natural environment are readily adaptable to landfill operations.
 SP Environmental Systems, and its principal subsidiary Industrial Compliance, is a subsidiary of Rio Grande Industries. The company is a full service environmental consulting and management firm providing engineering, assessment, permitting, remediation and compliance services to the Southern Pacific Railroad and other industrial customers. The company has operations in Denver, Sacramento, Calif., Los Angeles, Fresno, Calif., Phoenix, Kansas City, Mo., Des Moines, Iowa, Dallas and Houston.
